I have a dilemma I could use a little help with. Currently I have a customer that is providing me a CAD model that requires specific XYZ points measured, the problem is I was not provided IJK vectors pertainate to the required points.

Does anyone know a way to generate IJK vectors with only CAD and XYZ locations?

I cannot think of a way to make this happen, please help!

Create a point with a XYZ position and with any vector as (0,0,1). And then try to project the point onto your CAD model. I think you can get the vector for the point. I hope this help you to solve your problem.

Will the nominal point project onto the CAD model or will an actual point need to be moved into location then projected onto the CAD surface?

The nominal point can be projected onto the CAD model directly. In this case, a new nominal point will be created.
